Scene detection generates an EDL, which can then be used to cut a video into smaller clips.

Scene cut detection can be "greyed out" - if you select the "Media View" and then find the original clip - it should be available - basically it is touchy - the scene cut detector only works from material that is not in the media page yet..."
You can then export an EDL, or use built in features to cut a large video into smaller clips.
